MEETING MINUTES
DISCUSSION ON HEALTH RIGHTS OF THE URBAN POOR IN BANGALORE

A meeting of members of civil society from Bangalore, concerned about the health rights of urban poor, was organized by Community health cell, on 7th August 2009.

The response was very encouraging; as many as twenty organizations from Bangalore participated in the discussion. The discussion, which was moderated by Mr. Premdas of CHC, had the following agenda:

Summary:
Agenda one: Bangalore Urban health Scenario: - Sharing of issues and experiences:

The participants raised various violations of health rights of the group they were working with – such as sexual minorities, HIV/Aids, Physically challenged, slum dwellers, Dalits, Women and Children, Domestic workers. Mentally ill etc.

Members of various organizations put forward the problems they have encountered or observed in public health service delivery:

Abysmal infrastructure, absent staff
Governments apathy towards preventive aspects of health care (open and clogged drains, no waters and sanitation facility),
Mental health – a missing concept in Public health,
HIV/AIDS patients denied of their health entitlements , despite specific guideline from the NACO
ESI – and its deteriorating services
Sexual minorities discriminated both in government hospitals and by private practitioners.

Broad Issues raised:
Unlike the rural health infrastructure, the urban public health system is confusing as there are no specific guidelines on the organization of the system and it’s functioning of urban health.
The public, who need to use these services have no understanding of the services available and their health entitlements
Lack of information about urban public health governance and service delivery in Bangalore, with civil society in the city, including with organizations working on public health issues.
Urgent need to organize survey and study of the urban health system in Bangalore

Agenda 2: Joint Action plan:
There was consensus with regard to the lack of coordinated and comprehensive efforts by the civil society in addressing the urban health issues in Bangalore. The group felt the need to come together to improve the urban health system for the poor and the vulnerable.

Plan of action:
1. To get complete information of the Health infrastructure, governance and implementation status.
2. To understand the ground realities of urban health service delivery – by surveying the urban health centers in Bangalore
Tasks:
Obj 1: To get complete information of the Health infrastructure, governance and implementation status.
Tasks
· Collecting information regarding urban health both by RTI and non RTI sources and other contacts
· Consolidating information available with IPH, CHC, JAAK and other organizations
Obj 2: To understand the ground realities of urban health service delivery – by surveying the urban health centers in Bangalore
Tasks:
· Survey of urban health centers (in their working areas.)
· Consolidation and improving the survey formats being used by CIVIC and BRIDGE NETWORK GROUPS.
· Preparing a checklist (which should be integrated with the survey form)
· Survey of Urban health centers in Bangalore
· Consolidation of data
· Preparing case study of each urban health center surveyed
